In Rio de Janeiro, the laws are not known. This leaves the population unaware of their rights and favors impunity. Alerj, the Legislative Assembly of the State, needed to change habits and make the legislation gain relevance.
Thus we came with an app in the form of an expression that the locals know well: the "carteirada". What has always represented an abuse of power by privileged ones now empowers citizen putting the laws in their hand.
